Joe for Mayor: Positions Explained
  •  Senior Tax Freeze - My opponent voted against this twice - I have personally ran the numbers on
    the average $400K home rising 5% per year for ten years. It is not a problem for the City to Budget
    this into the annual budget. Help me get this passed.
  • Multi-purpose park and ball field. I propose to not raise taxes to do this project. We have the
    dormant acreage. The symbiotic relationship that can be created between the park/ballfields and
    the existing properties to be developed on Chris Cuny drive could have a great economic and
    social benefit for the city.

  • One House per acre out of the flood plain. One house per acre is ok - one house lot with no flood
    plain is a different story. Approximately 1/2 of the City of Heath including ETJ is not developed and
    holds a significant (up to 30%) of flood plain. City Council is presently of the mind that all new
    homes being developed must be 1 acre and out of the flood plain. This means that you cannot
    count any of the flood plain towards density of housing. The flood plain will have no value. This is
    an important issue because a landowner will find themselves deprived of the value of the flood
    plain. It is also important that they do not "donate" all of this flood plain to the city.




  • We will have to pay to maintain this large area of flood plain land - tax revenue will be spent on
    maintenance. It will be better to allow 1/2 acre or so out of the flood plain, a 1/2 acre out of flood
    plain, if needed and make the homeowner responsible for the flood plain. They cannot build a
    structure on flood plain, nor fence it in. The cost of maintaining an acre out of flood plain is
    relatively expensive. An acre of land out of the flood plain under landscape can run $500 a month
    for water alone. This is a waste of our resources and expensive to do. The city has to provide
    more water - at taxpayers expense.

  • Experience of the City Council. This is an important factor as to historical knowledge. Our present
    council does not know what they don't know.

My Family

I met my sweetheart when she was 14. We have been blessed with 42 years of marriage.
We have worked together every day for all of those years. She has been my rock in
business and a solid partner in life. I could not have asked for a better spouse. She is
funny, generous to a fault and a wonderful mother to our two boys.




My two sons are Chad and Chip. Both boys were born and raised in Texas. One attended
Texas Tech and the other SMU. We work together daily. I have been very fortunate to be
blessed with such a great life.

2018 Election
Friends,

After serving for the past 2
elections as Place 3 City
Councilman I have formally
filed for Mayor of Heath in the
upcoming May election. This
decision did not come easily,
the time and effort that it takes
to serve is time away from my
family. This will be my last
office to aspire to. I am not a
politician, nor do I have a
family political background. As
a problem solver, I feel that I
am qualified for this office. As
a Patriot and a Veteran I feel
that I am obligated to do what
is best for my city. I pray for
your support.

Open Mind and an Open Heart !

If you have attended a City Council Meeting or met me in relationship to the rest of my life, you have found me to be a listening
person that tries to resolve the issue at hand. I know that I do not have all of the answers, but I will try to find the answer. My
relationship with my fellow citizens is one of respect and an understanding that there are many different views / perspectives
among my fellow citizens. I pray that you feel you can approach me and will find in me, an open mind. I do not subscribe to any
ideology that should cause anyone stress. I hope that we are all working towards the same goal, a wonderful place to call home.
A little of My Bio

I want to tell the Rush Creek Yacht Club Members that I am a very experienced sailor and
boat Captain with over 24,000 hours on-board in blue water sailing. I rode hurricane
Gordon out at sea. That particular trip, I was awake from Monday morning until Friday
night. My Yacht won the Caribbean 1500 twice. I retired when I was 40 years old from the
multiple corporations that I founded and took my family to sea. I home schooled my
youngest for several years and when he returned to Rockwall High School I continued
teaching him in engineering classes at RISD. He graduated with honors and received an
academic scholarship to SMU, electrical engineering Digital Signal processing. I think
the years at sea did him a world of good. You may know Chip Chamberlain as he has
spent the last 15 years since college working in Heath with me.

My close colleagues after my return from the sea are Linda Duran, Leigh Plagens, Chris
Cuny of the RISD School board. Michelle Morris of CATE for RISD
and Ray Harton are
also close colleague
s.  I am sure these folks will be more than happy to share what they
think of me and my work ethic. I found teaching at RISD to be very rewarding. Many of my
students went on to be engineers and very successful. I believe in teaching life survival
skills - not rote learning.
